About Us
Service Member Data™ is a family-owned company that was established in 2019 to assist towers around the nation in complying with 50 U.S.C. §§ 3901-4043. Our company was created to help fill a need for tow operators to remain in compliance with both federal and state laws and avoid the large fines and other penalties levied for non-compliance. We currently work with clients all over the US.
We have a background in the legal and education sectors that provide us unique insights into this law and compliance and we bring all those skills to bear in helping every SMD client. We are committed to providing accurate, reliable, fast and affordable service for towers and protecting the rights of those who serve in the U.S. Military under the SCRA.
Meet the Team
Peter Lukevich
Chief Executive Officer
Peter has over 30 years of experience as an attorney representing clients on a variety of legal matters in state and federal courts. From estate planning to criminal defense, association management, to personal injury recoveries, and legislative advocacy, Peter has handled many cases in courts across the State of Washington. He also works as a lobbyist for clients in the Washington Legislature. In the past, Peter has served as the Administrative Director of the Towing and Recovery Association of Washington, and has a strong familiarity with issues and regulations facing the towing industry.
In his spare time Peter has coached high school football, speech and debate, and served as a mentor to students in high school. He is also and adjunct professor at North Seattle College where he teaches business law, law and society, residential real estate, and residential and commercial property management.
Peter lives in northeast Seattle with his wife and enjoys spending time with his three beautiful grandchildren.
Robert Lukevich
Chief Operating Officer
Robert has been licensed as an attorney in Washington State since 2012. His legal work has included conducting extensive research on matters related to the Foreign Corrupt Practices Act. Robert has many years of experience in non-profit fundraising and planned giving. His legal work has also included drafting wills and preparing documents for formation and dissolution of limited liability companies/corporations.
Robert attended the University of Washington where he earned his BA and M.Ed. He was awarded his Juris Doctorate from the Seattle University School of Law. Robert and his wife reside in Seattle and they always enjoy a trip to the dog park with their labradoodle “Cooper.”
Kiefer Hagin
Chief Technology Officer
Kiefer has been a software engineer and leader since 2011, specializing in B2B software startups and consulting. Kiefer has worked in various industries as a software expert, including sports and entertainment, anti-human trafficking, real estate, and med-tech.
Kiefer enjoys golf, poker, and playing guitar. He lives in Olympia, Washington with his wife and their yellow lab “Duffy.”

What is the SCRA and does it apply to me?
The Servicemembers Civil Relief Act (SCRA) is a federal law 50 U.S.C. §§ 3901-4043 enacted in 2003 to provide financial protections for active duty military servicemembers. Tow truck operators in all 50 states, who auction vehicles to satisfy their lien for unpaid towing and storage charges and other fees, must comply with this federal law to avoid stiff penalties and hefty fines.
NOTE: Some states have additional regulations that are above and beyond the federal requirements of the SCRA. Check with your local authorities to find out if your state has additional requirements for SCRA compliance.
Do you only work in Washington State?
No, we work with tow truck operators throughout the United States.
How quickly can we get started on your files?
Our process is completely digital. We can begin searching your files the same day you send them to us. We would love the chance to get to meet you over video chat or the phone if we can, but we understand time is of the essence.
How do I send files to you?
You share files using an online file sharing service.
How do I receive completed certificates and declarations?
You will receive your completed certificates and declarations online. We will share with you a PDF for every RO that you have us research. We will also make it clear which RO is on active duty military service.
What if I have questions on the submission or receipt of files?
You can contact us anytime via email. We promise to respond promptly.
How do you send invoices?
We send all of our invoices electronically. You are free to pay either by check or electronically. We prefer that you use our online payment method.
